The Queensland Energy Roadmap 2025 is a major policy document outlining a pragmatic and economically-focused strategy to meet the state's energy needs over the next five years and beyond, all while working towards net zero by 2050. The fundamental purpose of the Roadmap is to improve the energy assets the state currently holds while responsibly building what is required for the future, ensuring a safe, affordable, reliable, and sustainable system for all Queenslanders. It represents a whole-of-system outlook that is deliberately focused on attracting and mobilising private sector capital for new energy infrastructure.
To underpin these goals, the government has announced significant financial measures and investment strategies. This includes a major injection of capital through the $1.6 billion Electricity Maintenance Guarantee to improve current energy assets. Furthermore, to attract private investment, the Roadmap introduces a $400 million Queensland Energy Investment Fund, to be managed by the Queensland Investment Corporation (QIC), which is tasked with driving investment in renewables, gas, and storage projects. The strategy emphasises optimising new investments to respect taxpayer funds and relieve pressure on the State’s balance sheet.
The plan adopts a measured and practical approach to existing power generation assets. It confirms that state-owned coal-fired power stations will continue to operate as long as they are needed to underpin affordable and reliable energy supply. Future decisions regarding these assets will be made based on a clear framework considering system necessity, asset integrity, and economic viability, rather than on ideological grounds. To ensure system security, the Roadmap identifies "no regrets" investments, including sustaining capital in existing coal assets, building new gas-fired generation capacity, supporting the Gladstone Project, and fully backing the CopperString transmission line for North and North West Queensland.
Crucially, the Roadmap establishes the QIC Investor Gateway, leveraging QIC's expertise and capital market connections to attract private sector funds for new energy infrastructure actively. By setting a clear baseline and stable policy environment with a strong supply focus, this plan aims to give businesses and investors the certainty they need. The document underscores the government’s commitment to a balanced and sensible energy transition that will ultimately enhance the quality of life, fuel economic growth, and ensure the state meets its environmental goals.
